3.8 Wraps and Closures
An automation-compatible mailpiece may not be polywrapped, polybagged, or shrinkwrapped; have clasps, strings, buttons, or similar closure devices; or have protrusions that might impede or damage the mail or mail processing equipment.
It is for this reason that we are no longer able to send flat envelopes containing clasps (whether covered or not) through our presort vendor. Mail for the departments still using the envelopes with the clasp closures, strings, buttons, etc as described above will go at the full postage rate and will not qualify for the discounted presort rates.
